Srutibhedam

What determines whether a melakarata is deemed mUrchanAkAra? Isn't a case that if you pick any melakarta and do srutibhedam, you get another raga in the cycle? For that matter, what determines whether it is at all "legal" to do srutibhedam on a raga?
